JOB DESCRIPTION
PURPOSE OF POSITION:
The Food Security & Livelihood Advisor provide sectorial leadership in Agriculture and Food security programming across World Vision South Sudan ‘country program, including emergency response as well as resilience focused long term food security and livelihood programming.
Strengthen WVSS’s position as a leading FSL agency in South Sudan through cluster engagement, supporting resources acquisition and promoting technical excellence and capacity.
KEY RESPONSIBILITIES:
Acquisition and Portfolio Management:
- Design theory of change and write proposals for new funding opportunities.
- Develop strong relationships with national level line ministries and other local authorities and stakeholders, facilitating regular communication on program implementation, progress and challenges.
- Prepare MoUs with line ministries that position World Vision to win funding opportunities that are aligned with GOSS priorities.
- Support PDQA Director and SLT in donor engagement related to position World Vision with donors to win proposals.
- Represent World Vision in the humanitarian cluster system through active participation in regularly scheduled meetings and by doing so, model participation at the zonal level.
- Ensure cluster pipeline reports and 5Ws are submitted to the cluster on time on a monthly basis.
- Participate in and contribute to cluster technical working groups and taskforces.
- Network with other agencies to position WV for consortiums.
- Work with Communications Manager to produce case studies for external audiences to promote and position WV.
- Where possible, organize and lead periodic fora for the sector.
Technical Support:
- Develop technical approaches for World Vision South Sudan to implement.
- Provide technical and strategic leadership in the planning, implementation and monitoring of the program in compliance with the donor ‘s requirements, WV and government policies and global standard.
- Provide technical support during project implementation to ensure the projects meets or supersedes established standards.
- Conduct gap analysis of understanding of current standards and procedures.
- Equip staff to adhere to technical approaches with tools such as standard operating procedures, ToRs, forms and training manuals.
- Technical review of JDs if required by the operations team.
- Coach a team of technical staff through monthly calls, email updates, annual meetings and field visits.
- Establish a mailing list of all sector specific staff and provide regular updates to all.
- Establish a mentoring system for local staff to build technical capacity through engagement with international personnel.
- Communicate news and resulting action points from the humanitarian clusters system to all technical staff.
- Conduct site visits to ensure technical approaches are being adhered to and provide feedback to performance agreements (if requested by the respective line manager).
- Where appropriate, ensure that all staff have a basic internal knowledge of sector standards and that minimum standards are a part of staff onboarding processes.
Program Quality:
- Support Quality Assurance Team in developing indicators, targets, measurement frameworks and monitoring plans.
- Work closely with QA staff to provide technical input for TORs for country-level and project assessments and evaluations.
- Participate in the bid reviews for consultants and evaluations (QA is the lead on this).
- Review the procurement bids for technical items.
- Review draft assessment and evaluation reports to ensure technical quality.
- Participate in Interagency Rapid Needs Assessments (IRNAs).
- Review donor reports to ensure technical quality.
KNOWLEDGE, SKILLS & ABILITIES:
- A first Degree in Agriculture and / or Master’s Degree in Agriculture, Development studies, Agricultural economics, and related fields (A MUST). Post graduate Diploma in project management, MSc Project management, or MBA (an advantage).
- At least 7 years of field experience with NGO’s in developing countries in the area of Livelihoods, Food Security and Economic Development.
- Proven experience in agriculture research, farmer extension and farmer adaptive trials, project management and design experience, including proven experience in proposal writing and grants acquisition.
- Abilities to communicate on Food Security topics with diverse groups: farmers, managers, donors ect….
- Good understanding of humanitarian response/ FSL clusters coordination.
- Understanding of South Sudan context (an advantage).
- Good understanding of sphere relief standards.
- Strong communication skills (oral & written).
- Strong interpersonal skills and proven team-player.
- Cross cultural sensitivity, flexible worldview, emotional maturity and physical stamina.
- Ability to work and contribute to team building environment.
- Fluency in both written and oral English.
Preferred:
- A first Degree in Agriculture and / or Master’s Degree in Agriculture, Development studies, Agricultural economics, and related fields (A MUST). Post graduate Diploma in project management, MSc Project management, or MBA (an advantage).
- Ability to work in high tension and high security risk situations and be able to adapt to rapidly changing contexts.
- Abilities to communicate on Food Security topics with diverse groups: farmers, managers, donors ect….
- Ability to work and contribute to team building environment.
- An understanding of human rights principles, especially those related to women and children.
Work Environment:
- The position requires ability and willingness to travel:
- Field up to 30%.
- Nationally up to 10% of the time.
- Minimal international travel.
