JOB DESCRIPTION

*Position location to be determined by home country of successful candidate within the East Africa Region.

PURPOSE OF THE POSITION:

To coordinate regional and National Office (NO) programmes through quality assurance support, program designs, monitoring and evaluation, for effective implementation of NO and regional strategies. This position will coordinate generation of evidence for child well being for the region and the development regional and NO child well being reports and will also support NO capacity building in DME.

KEY RESPONSIBILITIES:

Monitoring System Strengthening:

  • Ensure implementation of programming quality standards in NOs.
  • Support NOs in development and implementation of program monitoring systems.
  • Ensure NOs have the capacity to manage evaluations.
  • Ensure evaluation and baseline findings and lessons are synthesized, shared and recommendations implemented.
  • Support evaluation of integrated learning sites and documentation of lessons.
  • Work closely with GC E&L and NOs to conduct impact and ex post evaluations.
  • Work with P&C to develop the regional approach on Integrated Competency Development and coordinate ICD assessments in the region.

Evidence for Child Wellbeing (CWB):

  • In liaison with Strategy and KM Advisor, support building EAR’s evidence for child wellbeing.
  • Enhance use of information and technology and innovation in DM&E processes.
  • Establish and strengthen linkages and networks with relevant WV communities of practice and experts, leading institutions, governments and other organizations.
  • Develop regional CWB report and support NOs to produce high quality CWB reports that produce evidence of our work and make changes to programmes based on findings.
  • Participate in the community of practice (CoP) in EAR and help the establishment and running of the regional chapter of PE CoP.

Program Quality Assurance:

  • Lead adaptation and/or development of guidelines and tools for effective program design, monitoring and evaluation.
  • Support development and implementation of Technical Approaches and technical programs.
  • Support adaptation of technical programs in area programs.
  • Ensure functional Regional program quality core team is in place for NO peer support.
  • Liaise with technical teams to ensure effective scale up and depth in programming based on evidence.
  • Support NOs in thinking through and field testing and documenting innovations that promote program effectiveness.
  • Liaise with GC Evidence and Learning unit to champion field generated solutions in DME.
  • Ensure quality of program and child wellbeing data management.

Resource Development:

  • Contribute to Resource development by providing evidence of programming impact. Seek project funding for PE and sponsorship enhancement and innovation.
  • Collaborate with the EAR resource development unit (RDU), NOs and SO to support resource development efforts, specially quality of program designs.

PST Engagement, Collaboration and Cross Functional Work:

  • Coordinate effective functioning of PSTs in EAR.
  • Work with SO through the PST mechanism to enhance NO capacity for program quality.
  • Work closely with Strategy and KM Advisor and Sponsorship Business Process Advisor and NOs point persons in advancing programme effectiveness in the region.
  • Collaborate with technical units in roll out and implementation of LEAP 3.
  • Establish and strengthen linkages and networks with relevant WV communities of practice and experts.
  • Work closely with GC Evidence and Learning team to enable operational excellence in the national offices and support offices.

KNOWLEDGE, SKILLS & ABILITIES:

  • Master’s degree in management or a social science field preferred.
  • Demonstrated competencies in monitoring and evaluation including the accompanying MIS.
  • Demonstrated skills in data analysis using computer programs.
  • Excellent presentation and communication skills.
  • Knowledge of various technical sectors of development such as food security, primary health care, micro enterprises development, etc.
  • Ability to communicate in English required.
  • At least 5 years’ experience relief and development work, out of which at least two years in senior leadership position at the national or regional levels.
  • Experience in design and facilitation of training programmes.

Preferred:

  • Data analysis and technical report writing.
  • Program design.
  • Good working relationships with NOs.

Work Environment/Travel:

  • The position requires ability and willingness to travel domestically and internationally up to 30% of the time.
