Background

The Green Climate Fund (GCF) is a financial operating entity of the United Nations Framework Convention on Climate Change (UNFCCC) which is established to contribute to the collective efforts of the international community to combat climate change. The GCF plans to fund programmatic approaches that provide an opportunity for a transformational shift in countries’ climate resilience and green economies, prioritizing a balanced approach between adaptation and mitigation. The GCF can be accessed directly by National Implementing Entities (NIEs) from developing countries and/or through accredited international and regional Implementing Entities (IEs). The Board of the Green Climate Fund has started Accreditation of National and International institutions for direct access

Led by the Zimbabwean Ministry of Environment, Water and Climate (MEWC), UNDP serving as the GCF Accredited Entity and CRIDF as the technical partner, an Adaptation project has been proposed for possible funding by the GCF. The proposed project entitled ‘Building climate resilience of vulnerable agricultural livelihoods in three river basins in southern Zimbabwe’ is intended to build resilience through strengthening the resilience of agricultural livelihoods of vulnerable communities, particularly women, in southern Zimbabwe in the face of increasing climate risks and impacts. The expected outcomes of the project are increased resilience and enhanced water and food security of the most vulnerable in the region. It is envisaged that the project will contribute to the national priorities in the National Climate Change Response Strategy.

The proposed project will have three interrelated outputs comprising of a number of indicative inputs with multiple activities. These are:

Output 1: Scaled up climate-resilient agricultural production and diversification through increased access to water, climate-resilient inputs and practices, and markets;

Output 2: Increased access to climate information for improved water resource management and planning for climate resilient agriculture; and

Output 3: Enhanced institutional coordination, knowledge management, and access to finance and insurance for sustained climate risk management for agricultural livelihoods.

The proposal will be submitted to the GCF through UNDP, which is an accredited UN Agency by the GCF.

It is envisaged that the project will be implemented in southern Zimbabwe covering three river basins Save, Umzingwane and Runde and three provinces namely Manicaland, Masvingo and Matabeleland South. Targeted districts in each province are: Manicaland province, Buhera, Chimanimani and Chipinge Districts; Masvingo Province – Bikita, Zaka and Masvingo; and Matebeleland South Province – Beit Bridge, Gwanda and Insiza districts. The districts were selected based on the level of vulnerability to climate variability and climate change.

The project will be implemented through National Implementation Modality (NIM) arrangement of the UNDP. The Ministry of Environment Water and Climate (MEWC) will be the Implementing Partner with support from whilst the Irrigation Department, AGRITEX, Environment Management Authority, MET services, ZINWA and selected Civil Society Organisations who are currently operating in the Districts and irrigation sites will collaborate in implementation of different outputs of the project.

The consultant is required formulate the GCF project proposal. UNDP will mobilize the following team of consultants to support the preparation of the proposal package in time for submission to the GCF Secretariat (aimed for end of December, 2016). The Consultant is expected to work with and coordinate with the team below under the guidance and supervision by UNDP.

Duties and Responsibilities

The main objective of the consultancy is to formulate the full proposal for the GCF funding for Zimbabwe. The Project Formulation Specialist will prepare all the documents according to the GCF and UNDP guidelines, and fully meeting the GCF investment criteria. S/he will work with UNDP Zimbabwe Country Office, under an overall technical guidance of the UNDP’s regional technical advisor (RTA) for climate change adaptation at the UNDP’s Bangkok Regional Hub.

Guided by the Concept Note (already submitted to the GCF), Theory of Change, Technical feasibility study and sub-assessments and consultation with the TWG, the consultant is expected to meet the following objectives:

Coordinate inputs from international and national consultants and relevant stakeholders

• To liaise with the TWG involved in the project formulation to obtain their expected inputs for the feasibility assessment and project design.
• To participate and obtain inputs from CSO and private sector meetings which are organised by the UNDP/MEWC;
• To participate in community level consultations in selected districts to validate the design and input in to the full proposal;
• Ensure all project interventions of the three outputs are robustly designed meeting GCF investment criteria and is backed up with evidence including feasibility assessments, evaluations, relevant studies etc.

 Design the full funding proposal, with the inputs from the national and international consultants

 Develop the GCF proposal document and coordinate inputs from all consultants to prepare the full set of Annexes as part of the package for submission to GCF;

• Develop the results log frame according to the GCF performance measurement framework;
• Develop the total budget and financial structure of the project (with input from UNDP and CRIDF) and all main cost categories at the input level corresponding to all outputs and activities ;
• Coordinate closely with the CO to prepare the procurement plan according to the UNDP template and project implementation timeline;
• Work closely with the CO colleagues to present the implementation arrangements, in accordance with UNDP’s rules and regulations under the NIM (National Implementation Modality);
• Continue to support the project refinement process based on feedback from GCF Secretariat towards Board Approval.

 Expected Output

 Stakeholder consultations, and literature review;

• Draft Proposal Document ;
• Procurement plan/financing plan and all other due annexes, Detailed Budget, M&E Plan etc;
• Finalized Annexes for the full proposal including procurement plan and financing plan;
• Validation workshop and Comments from GoZ addressed;
• Final Full Proposal Package for submission to GCF Secretariat;
• Interim support to address GCF Secretariat feedback and refine proposal.

Planning and Organization

 

Required Skills and Experience

 Education:

 

• Postgraduate degree (M.sc.) in development, agriculture, water management, irrigation, engineering, climate change adaptation or related fields;

 

Experience:

 

• At least 15 years of technical experience in agriculture and/or water resources management, preferably with some experience in Sub-saharan Africa;
• Substantial relevant experience in the design and implementation of integrated development projects, e.g. poverty reduction, food livelihood and water security including working on community based initiatives;

 

Experience in the formulation and management of similar projects with global funds including:

 

• Project design, management, and monitoring & evaluation;
• Design of log frame with SMART indicators, work plan and budget formulation;
• Working with multi-disciplinary teams, including local and expatriate technical experts.

 

Desirable criteria include:

 

• Work experience related to agriculture, food security, poverty reduction in Zimbabwe or Southern Africa
• Familiarity with technical issues related to adaptation, methods of cost-benefit analysis for adaptation options, identification of multiple benefits of adaptation, including, economic, social and gender related.

 

Language:

 

• Excellent command of written and spoken English.
