Employment as Monitoring and Evaluation Coordinator

Reporting to the Deputy Director – AIDS and STIs, and in collaboration with the other Managers within the AIDS and TB Unit of the Ministry of Health and Child Care (MOHCC), the Monitoring and Evaluation Coordinator (MEC), will support the implementation of high-quality, comprehensive, and robust HIV Prevention, Care, and Treatment programs in Zimbabwe through implementation science, monitoring and evaluation (M&E), and knowledge management activities

Note: This position is contingent upon receipt of award and funder approval of key personnel.

Location: Zimbabwe

MAJOR RESPONSIBILITIES OF MONITORING AND EVALUATION COORDINATOR 

The roles and responsibilities for the MEC shall include, but are not limited to the following:

• Oversee the development and implementation of integrated HIV/AIDS/STI/TB surveillance systems in Zimbabwe.
• Convene and facilitate stakeholder’s meetings for the purposes of designing TB, HIV/AIDS and STI surveillance systems, including developing protocols and related standard operating procedures (SOPs) and providing training to staff.
• Support the data needs for international reporting and program planning required by the in-country PEPFAR team and the Global Fund, among others
• Develop and maintain relevant systems to collect, review, and analyze program-related data and indicators.
• Manage the preparation and timely submission of program reports and other documentation for sharing with stakeholders.
• Oversee all logistic aspects of surveys/studies, including antenatal care (ANC) & HIV drug resistance (DR) surveys, and provide timely feedback to the data collection teams and the Principal Investigator.
• Capacitate relevant cadres at the National and sub-national levels of the MOHCC in HIV-related M&E

EDUCATION BACKGROUND OF MONITORING AND EVALUATION COORDINATOR

• Master’s degree, or equivalent (MBChB, PhD, DrPH) in Monitoring and Evaluation, Epidemiology, Biostatistics, Health Informatics, Public Health, or related field

EXPERIENCE, SKILLS, AND MINIMUM QUALIFICATIONS OF MONITORING AND EVALUATION COORDINATOR

• 10+ years of experience in designing and implementing M&E systems for national programs or reputable international organizations, particularly in the area of HIV/AIDS
• Experience conducting surveillance, surveys, implementation science, and evaluations, including developing protocols, SOPs, and questionnaires and data collection.
• Sound knowledge of the national systems, procedures, and linkages with major funding partners such as PEPFAR and the Global Fund
• Strong quantitative data management and analysis skills, including demonstrated experience with statistical analysis using such programs as Epi info, Stella, SAS, SPSS, and STATA
• Experience with electronic data collection tools such as DHIS 2 and ePMS
• Good written and verbal communications skills in English; ability to interact professionally in English
• Strong organizational and project management skills
• Sound knowledge of the national MOHCC systems and procedures
