Human Resources Officer: Musasa

Musasa, a local human rights NGO in the area of gender based violence is inviting applications for the post of Human Resources Officer.

Purpose of the job
To provide sound Human Resource and Administration Management to Musasa.

Description of main responsibilities

Policies and procedures
–    Reviews Musasa’ human resources policies and procedures
–    Assists both management and workers in interpreting/understanding human Resource policies and procedures, rules and regulations
–    Monitors the implementation of human resource policies
–    Assesses the effectiveness of the policies and procedures, rules and regulations in light of changing circumstances and recommends changes to the Accountant

Industrial relations
–    Assists both management and workers in interpreting/understanding labour laws
–    Ensures that labour laws (Labour Relations Act), Code of Conduct and Grievance procedures are understood and complied with by both management and workers
–    Investigates causes of low morale in the organization and advises management of appropriate remedial action

Training and development
–    Assists line management in identifying employee training needs
–    Develops and administers the Human Resources Development Plan in line with the organization’s needs and employee aspirations
–    Identifies, facilitates and co-ordinates both internal and external training programmes

Performance management
–    Ensures that both management and workers understand the Performance Management System
–    Facilitates staff performance appraisal
–    Analyses and extracts relevant information from the performance for inputting into training programmes
–    Ensures that all documentation related to employees training is completed and actioned timeously

Recruitment and selection
–    Recruits personnel for the department and assists managers in selection and placement of staff
–    Drafts and places advertisement in relevant media and arranges interviews
–    Analyses labour turnover especially trends in the Non-governmental organization sector and advises management accordingly

–    Attends to queries related to salaries and refers to relevant authority for action
–    Monitors the writing and updating of job descriptions
–    Vets all applications for loans before forwarding them for approval.

Vehicle fleet management
–    Processes the licensing of all vehicles and ensures that the vehicles are insured
–    Organizes the general maintenance and servicing of vehicles

Other tasks
Performs any other duties as assigned by the supervisor from time to time

Minimum requirements necessary to conduct the job successfully
Education: Degree in Social Sciences
Experience: (min) Four (4) years experience as a Human Resources Officer
