The African Guarantee Fund for Small and Medium-sized Enterprises (AGF) is incorporated and licensed in Mauritius as a limited liability company and has its office of operation in Nairobi, Kenya.
Its products and services provide financial institutions with the means which they can leverage in bringing their African SME financing interventions to the required scale.
AGF contributes to the promotion of economic development, vital for prosperity, stability and poverty reduction in Africa through two lines of activity:
a) Provision of a mix of financial guarantees and other products which reduce the risks supported by the financial sector when lending to SMEs that have insufficient collateral. These guarantees contribute to reduce the inability of SMEs to provide acceptable guarantees to financial institutions. Loan Guarantee based on a hybrid approach, Bank’s Fund Raising Guarantee and Equity Guarantees are offered.
b) Support for capacity development of the client financial institutions.
The AGF operates according to market principles and is a commercially viable venture with operations in a number of countries in Africa and its gradually expanding to other countries to cover the whole of Africa.
The African Development Bank (AfDB) together with the governments of Denmark (through DANIDA), Spain (through AECID) and France (through AFD) are the main shareholders of AGF.
The African Guarantee Fund (AGF) is looking for a qualified BILINGUAL candidate FLUENT IN BOTH FRENCH AND ENGLISH to fill in the following position to be based in our operations offices in Nairobi, Kenya:
Position title: Chief Risk Officer – Risk Manager
Reporting: The Risk Manager reports to the Chief Executive Officer – CEO.
Position Summary: The Chief Risk Officer – Risk Manager is accountable for the entire guarantee process, including the consistent application of the AGF Risk policy, assessment of the credit worthiness of potential clients and periodic credit reviews of existing clients with the goal of optimizing the mix of commissions due and bad debt losses.
Under the supervision of the CEO, he is responsible for the management of the balance sheet and the off balance sheet of the Institution.
Major Responsibilities
Credit and market Risk Management
- Perform research to determine the probability of asset loss or reward from investments in particular industry
- Planning, designing and implementing an overall credit and market risk management process for the organization; Developing risk management systems
- Risk assessment, which involves analyzing risks as well as identifying, describing and estimating the risks affecting the business; Conducting statistical analyses
- Risk evaluation, which involves comparing estimated risks with criteria established by the organization such as pricing, legal requirements, environmental factors, geographical distribution, and evaluating the organization’s previous handling of risks;
- Establishing and quantifying the organization’s ‘risk appetite’, i.e. the level of risk they are prepared to accept;
- Risk reporting in an appropriate way for different audiences, for example, to the CEO, to the board of directors so they understand the most significant risks, to business heads to ensure they are aware of risks relevant to their parts of the business and to individuals to understand their accountability for individual risks;
- Corporate governance involving external risk reporting to stakeholders;
- Conducting audits of policy and compliance to standards, including liaison with internal and external auditors;
- Providing support, education and training to staff to build risk awareness within the organization. Consulting with securities traders.
Desired Qualifications, knowledge, skills & Experiences
- A Master’s degree in Business Administration (MBA) with a combined background in finance, business, accounting and statistics with knowledge in markets.
- CFA credentials
- Knowledge in different systems and methods of research,
- A minimum of ten (10) years’ experience in Credit and market management, 6 years should be in senior management
- Bilingual – French and English A MUST
- Good financial analysis skills
- Demonstrated understanding of insurance, guarantee and bonding facilities
- Demonstrated track record in business development and portfolio management
- Demonstrated understanding of guarantee and banking products
- Ability to compile and report results of activities
- Must have an overall grasp of the industry in which he/she is conducting research in order to be able to provide a comprehensive market assessment.
