Employment: Monitoring and Evaluation Expert
The Monitoring and Evaluation (M&E) Expert is responsible for ensuring that quality criteria and results management arrangements for all ACBF delivery services are in place and applied rigorously at all levels. He/she will support the evidence-based monitoring progress of all operational planning processes including the review of project proposals to ensure clarity of project objectives and adequacy of results monitoring arrangements. He/she will also facilitate the mainstreaming of quality and results management system of ACBF, and analyse the related monitoring and evaluation learnings for corporate decision-making.
The specific responsibilities of the Monitoring and Evaluation Expert Consultant will include, but are not limited to:
- Support in the development of M&E systems, tools and processes that will enhance and facilitate effective delivery of the diverse services of the Foundation for the 2017-2021 Strateg.
- Ensure mainstreaming of M&E capacity across the Foundation and facilitate organisational learning and the sharing of lessons learned on M&E across projects.
- Support ACBF’s partners to develop and implement robust M&E systems, including skills building and appropriate M&E data management systems to ensure effective project management and reporting. .
- Support the maintenance of a corporate dash board to effectively support corporate oversight and decision-making.
- Support the department with the tracking of the annual business work-plan implementation and manage evaluations for learning and accountability.
- Provide quality assurance at upstream and during the implementation to better respond to the needs and expectations of clients.
- Review and consolidate progress reports submitted by partners and share with management for decision making by providing timely and targeted evidence and relevant materials.
- Conduct an analysis of monitoring and evaluation initiatives and reports on an ongoing basis and ensure wide dissemination of relevant findings among stakeholders.
- Ensure that relevant findings are synthesized and leveraged for corporate decision-making and follow-up on implementation of action plans and support integration of monitoring and evaluation learning into future intervention design, strategy and budgeting.
- Provide M&E technical support for implementation ACBF’s collaborative engagements with other partners on the continent and beyond.
- Support development of quality criteria for all the five (5) service lines as defined in ACBF business model to guide appropriate design and delivery of interventions
- Support development of relevant instruments and required guidance for staff and consultants to facilitate an effective delivery of the diverse services of the Foundation as outline in the 2017-2021 Strategy
SELECTION CRITERIA
Selection will be on a competitive basis and the following minimum qualifications, experience and competencies are required:
Education: Advanced University Degree in Monitoring and Evaluation, Economics, Development Studies, Social Sciences or related field.
Experience: At least 7 (seven) years of proven experiences in monitoring and evaluating international development programs. Demonstrated experience in project planning, monitoring and evaluation in capacity building sector is highly desirable.
Language proficiency: High proficiency in English is required. Fluency in French or Portuguese would be highly advantageous.

- Excellent knowledge and understanding of monitoring and evaluation methods especially in program design and implementation.
- Demonstrated technical capacity to provide support and guidance to project staff on design, monitoring and evaluation.
- Experience in the design and implementation results-based M&E systems in development organizations. .
- Experience in designing M&E methodologies and tools and the ability to coach and train others in their use.
- Demonstrated capacity to coordinate evaluations, including experience developing evaluation terms of reference including recruitment and managing consultants.
- Ability to lead and manage results-oriented and thematic evaluations.
- Competent in the Microsoft Office software (Word, Excel, Access and Power Point)
